I'll start by saying that this is one of the ugliest head stocks I have seen on a repair.
It looks like it belongs on a home-made cigar box guitar and if this the work of a "master" then the Luthier World is in serious trouble!
A broken head stock on a Gibson style guitar is a common problem and is generally a routine repair, certainly something any Luthier or competent repair man could handle, no matter how messed up it might be, so I don't understand why it was discarded and replaced with this thing.
Any conceivable impact that might have destroyed the head stock beyond repair would have had to also damage the neck and likely the body too, but I'm not seeing evidence of that in the pictures.
This is just amateur vandalism!
The guitar itself is very likely a Matsumoku build and I expect that it once played and sounded OK, but although playable now I would not pay USD$140 for it.
p.s. The front strap pin has also been installed incorrectly. It should be on the far side (treble side) of the heel, so that the strap wraps around the heel, not in the centre like that. That makes the guitar pivot away from your body and the strap can pop off.
