New user Fretoof has no posts yet is using the PM system to send out spam.

Is there any way to limit "Prospective Members" from using the PM system for a probationary period?

I made a change to the PM code to display an error message and abort if the user has no posts. Let's see if this works.

Spambots are pretty much thwarted but human spammers unfortunately cannot be stopped. Only found and purged manually. I'll test to make sure it didn't actually break the PM system.
