The above posts have some good suggestions too.
Some of them are freeware and others have a trial you can test out.
You probably already have a useable imaging program on your machine.
Just double click the file you want to edit and see what app comes up.
Most any image viewing program will have an option to edit/resize
Also you can change the settings on your camera to make smaller files to begin with.
Who needs 15MB image files of the dog?
